He is if he likes you, apparently. I love telling this story. A friend did a doc on them years ago and one of the crew had a birthday and both Jon and Richie Sambora got the guy something. Richie found out what his favorite booze was and sent him a case of it. Jon gave the guy the entire Bon Jovi catalog on CD. That tells you all you need to know, I think.
